(a) To inquire into the question of the separation of the Roads Branch from the Public Works Department from the point of view of efficiency, economy and administration, bearing in mind the possible decentralization of road work to suitable local authorities; (b) to receive evidence in respect of such matters; and (c) to report thereon and make such recommendations in connexion therewith as I may see fit.
