Item Report on the Petition on the Historical Injustices suffered by the Talai Clan(2018) The SenateThe Petition by Governor Stephen Sang' was presented and tabled in the Senate on 7th November 2017. Pursuant to standing order 226(2) the Committee was required to respond to the petitioner by way of a report addressed to the petitioner or petitioners and laid on the Table of the Senate not more than sixty calendar days from the time of reading the prayer. The Petition was presented on behalf of the Talai Clan who are residents of Nandi County and the entire Talai Clan in the greater Nandi County and parts of Kericho County in the Rift Valley Region. The petition alleges that the Talai clan suffered the following injustices at the hands of the colonial administration (a) abuse of fundamental human and civil rights by way of mass murder; (b) detention without trial; (c) economic crimes through unfair confiscation of their property, including cattle and land; (d) imposition of internal exile and travel restrictions; (e) forceful eviction from ancestral land, including various parcels of land in Nandi hills, Kipchamo and Kiptega estates; (fl forceful transfer of population; and (g) brutal assassination of Koitalel Arap Samoei. The petitioner further avers that various attempts have been made to bring this matter to the attention of the Truth, Justice and Reconciliation Commission, the Independent Electoral and Boundaries Commission and the Kenya National Commission on Human Rights.
