Article 221 (4 and 5) of the constitution and the Public Finance Management Act, 2012 provide the establishment of a committee of the National Assembly whose main role is to take the lead in matters of budget oversight. In this regard, standing Order 207 establishes the budget and appropriations committee with specific mandates among which is to;
